Turning Points for Children is the identity of the two long standing Philadelphia non-profit organizations that merged in June, 2008: Children’s Aid Society of Pennsylvania and Philadelphia Society for Services to Children. Both organizations combined have provided nearly 300 years of services and support to children and families. These two organizations, dating back to 1882 and 1835, respectively, merged to provide - at no fee to vulnerable families with children - the critical resources, life skills and supportive partnerships needed to create stronger families and raise children with the hope for brighter futures - primarily throughout the City of Philadelphia, Pennsylvania.
Turning Points for Children is a private, COA accredited Philadelphia social and human services agency that offers (at no fee) supports and assistance to vulnerable families and children. Our core work is about keeping families together, and their children safe and healthy; and, also keeping children, as nurtured children, out of the foster care system; and, further, providing supportive networks to children who, presently, are in foster care. In 2013, there are approximately 95 social workers and supporting staff within the agency.

Families and Schools Together (FAST) Announcement (Feb. 2013) : New program to benefit more than 4,000 kindergarten children and their families, funded by $15 million U.S.Department of Education grant!
This research grant was awarded to University of Wisconsin's Educational Research Center which will monitor and provide research data during this 5-year period. FAST, a program about parental involvement with child and their school, and parent-child bonding, will now expand from 32 Philadelphia public and charter schools (30 elementary and 2 middle schools) by expanding to 60 kindergartens over the next 5 years.
This federal grant requires that Turning Points for Children secures $1.5 million from private sector funders over the next 5 years. (For details on participating private partners, e-mail

Removing Key Barriers to School Turnaround and Improving Early Learning Outcomes
In 2011, TPFC partnered with the Office of Research and Evaluation of the School District of Philadelphia to evaluate the effectiveness of the program for students who participated in FAST from 2005 to 2009, compared with students who were not in FAST. This study showed that up to 95% of the participating students outperformed their peers in almost every area examined (i.e., promotion to next grade, suspensions, tardiness, and serious incidents).
